At the next meeting of the regional parliament, deputies heard reports, considered issues on the termination of powers of two deputies of the Legislative Assembly of the Omsk region, as well as bills on the implementation of the territorial compulsory health insurance fund, on the introduction of a new type of honorary title of Omsk regions and others. In addition, deputies paid much attention to youth policy in the Omsk region.
At the beginning
meeting, the Legislative Assembly considered and adopted resolutions on the early termination of the powers of two deputies of the regional parliament. According to
one of them has the powers of a deputy of the Legislative Assembly of the Omsk Region for
Tyukalinsky constituency No. 14 Varzhin Viktor Nikolaevich is considered
early terminated on May 1, 2019 on the basis of his written application for
resignation of parliamentary powers. According to
to the other – the powers of a deputy of the Legislative Assembly of the Omsk Region for
Soviet constituency No. 4 Kalinin Sergei Petrovich ahead of schedule
terminated on May 16, 2019 on the basis of paragraph 1.4 of Article 12 of the Federal
Law of October 6, 1999 No. 184-FZ "On the general principles of organizing legislative
(representative) and executive bodies of state power of the subjects
Russian Federation".
During the meeting, deputies heard and took note
report of the Omsk Region Commissioner for Human Rights on the observance of rights and
freedoms of man and citizen in the Omsk region in 2018 and report
"On the situation of youth and the implementation of state youth policy in
Omsk region" for 2018, presented, respectively,
Omsk Region Commissioner for Human Rights Irina Kasyanova and the Minister
for Youth Affairs, Physical Culture and Sports of the Omsk Region Dmitry
Krikoryants.

While thoroughly discussing the reports, parliamentarians touched upon issues of demography,
growth in the number of pensioners, creation of jobs. Particular attention was paid
youth policy issues. As the Chairman of the Legislative Assembly emphasized

to support youth. At the same time, the speaker outlined the key tasks that
it is necessary to decide in this direction, and called for wider use of what is already available in

The first of these documents provides for the procedure for creating a special
protected natural areas (SPNA) of regional significance and regulation

to preserve cultural values and develop activities in the field of culture and

On the day of the meeting there were also bills on combating corruption. Parliamentarians
reviewed and decided to support the draft federal laws “On introducing
amendments to Article 121 of the Federal Law "On Countering
corruption" (in terms of simplifying the procedure for declaring the income of deputies
rural settlements exercising powers on a non-permanent basis) and “On amendments to Article 40
Federal Law "On General Principles of Organizing Local
self-government in the Russian Federation" (in terms of establishing liability measures
for deputies of representative bodies of municipalities appointed
for corruption offences).
